Front-garden paving in England
For houses with the relevant permitted development rights, the rules distinguish permeable front-garden surfacing from impermeable surfacing. Planning Portal explains that traditional impermeable paving covering more than five square metres needs planning permission when it does not direct rainwater to a permeable area to drain naturally.

Check what applies to your property
Restrictions can change what is permitted. Flats, listed buildings, altered permitted development rights and separate work such as walls or a vehicle crossing need their own checks. An existing drain connection alone does not establish that your proposed paving is permitted. Confirm the position before work starts.
